Telecom Law 431 governs all telecom operators in Lebanon. The law was issued in 2002 and put into effect in 2007. It transfers most of Minister’s powers to the Telecom Regulatory Authority. This law says that the General Rules for Regulating the Telecoms is issued by the Minister. It is VERY important to know that this topic is NOT political.

As a matter of fact, previous Minister of Telecom Gibran Basil issued a Policy Paper in May 2009 – General Rules for Regulating the Telecom in Lebanon (scroll below to read more details). This was an excellent policy and if the current Minister follows it, we can surely surge from 186th in the world to top 20th country in the world in LESS THAN 1 YEAR!
